Introduction to the Canadian Dental Care Plan (CDCP)

The Canadian Dental Care Plan (CDCP) will help reduce financial barriers to accessing oral health care for eligible Canadian residents.

Are you eligible

To benefit from the CDPN, the following criteria must be met:

  • not have access to dental insurance*;
  • have an adjusted family net income of less than $90,000;
  • be a Canadian resident for tax purposes;
  • have filed an income tax return in the previous year.

Applying

Applications will be accepted in stages, starting with people aged 87 and over in December 2023. Online applications will be available from May 2024 for those aged 65 and over, as well as for certain other specific groups in June 2024. Other eligible Canadian residents will be able to apply online in 2025.

Since December 2023, letters have been sent to potentially eligible seniors, informing them of their eligibility for the Plan and inviting them to enroll. Each letter includes a personalized application code and instructions on how to apply.

Only those who meet the following criteria will receive a letter telling them how to apply:

  • are 70 years old, or will be 70 years old or older by March 31, 2024;
  • have an adjusted family net income of less than $90,000 based on their or their spouse's or common-law partner's 2022 tax return;
  • were Canadian residents in 2022 for tax purposes.

From December 2023 until the end of April 2024, seniors who have received letters will be able to call Service Canada to register via an automated Interactive Voice Response (IVR) system. When applying for enrolment, individuals will need to provide two pieces of identification and indicate whether they already have access to any dental plan. Applicants will be notified immediately if their application has been accepted and if they are eligible. A letter confirming this information will also be sent.

What services are covered

The RCSD will help cover the a wide range of oral health care services.

Here are examples of services that may be covered by the RCSD:

  • preventive services, including scaling (cleaning), sealants and fluoride;
  • diagnostic services, including exams and X-rays;
  • restorative services, including fillings (fillings);
  • endodontic services, including root canals;
  • prosthodontic services, including removable full and partial dentures;
  • periodontal services, including deep scaling;
  • oral surgery services, including extractions.

Services that require prior authorization will be available starting in November 2024.
